For over two decades, Istanbul Saray has been a Kyoto touchstone for authentic Turkish cuisine, earning a consistent place in the Tabelog 100 list for its dedication to traditional flavours over fusion. The experience is built around staples executed with care: house-baked Turkish bread (ekmek), a vibrant selection of meze, and, most notably, kebabs grilled over a real charcoal flame.

Guests consistently praise the hot, fresh bread, often ordered alongside the mixed meze platter (カルシュクメゼ) to start. The charcoal-grilled lamb shish kebab and spiced Adana kebab are standout mains, celebrated for their authentic taste. Other favourites include the manti (ヨーグルトがけ水餃子), delicate dumplings in a yogurt sauce, and the creamy rice pudding, sütlaç, for dessert. Many reviewers, both Japanese and international, highlight the lunch sets as particularly generous and excellent value.

However, visitors should be aware of recurring complaints about service. Some diners report brusque or inconsistent treatment from staff, including being made to wait or refused seating without clear explanation. Dishes can also arrive out of sequence. A few international guests have also found à la carte dinner portions small for the price.

Expect to spend around ¥1,000–¥1,999 for lunch and ¥3,000–¥3,999 for dinner. Reviewers recently paid approximately ¥2,150 for a shish-kebab lunch set, ¥1,250 for manti, and ¥1,300 for a cheese pide. Full lunch courses are often reported in the ¥1,800–¥2,200 range, representing strong value.

  • Reservations: Booking is strongly recommended. The restaurant is small and frequently fills up, and some walk-in guests have reported being turned away during busy times.
  • Location: Find it on the 3rd floor of the Matsuki Building near Kyoto City Hall. It is a 2-minute walk from Kyoto City Hall Station (Tozai Line), a 5-minute walk from Sanjo Station (Keihan Line), and a 10-minute walk from Kawaramachi Station (Hankyu Line).
  • Payment: Credit cards (Visa, Master, JCB, Amex, Diners) and some QR code payments (PayPay, d Barai, WeChat Pay) are accepted. Electronic money is not accepted.
  • Service: Be prepared for service that can be direct or brusque, and note that dishes may not arrive in a conventional order.
  • Dietary Notes: The menu includes vegetarian, gluten-free, and halal options. However, alcohol is served, so guests requiring strictly halal preparation should confirm directly with the restaurant.
  • Seating: The restaurant has 28 seats, including tables and a small two-seat counter. It is entirely non-smoking.
  • Parking: No parking is available.
