Tempura Kawatatsu occupies a century-old family house beside the Katsura River, well away from Kyoto's tourist centre. The format is omakase: the chef fries each piece in rice oil and passes it straight across the counter. Much of the produce is local, including fish from Lake Biwa and Kyoto vegetables from the Higuchi farm. The course closes with your choice of a mini kakiage don (mixed-fritter rice bowl), ten-cha (tempura in tea broth) or ten-zaru (cold soba with tempura). It has been selected for Tabelog's Tempura "Tabelog 100" in 2022, 2023 and 2025.
Nearly every review mentions the batter, which stays light right to the end. Dishes reviewers single out again and again include kuruma prawn heads, shiitake stuffed with shrimp, sea urchin wrapped in shiso, shirako (milt), conger eel served with its fried spine, and sweet corn and broccoli. A palate-cleansing salad of hand-cut sweet potato with plum dressing also wins praise, as do the warm chef and staff.
One detailed 2026 review described stale oil, burnt and frozen shrimp, a dirty room and a billing error; no other review supports it. Smaller complaints: one guest found an all-fried meal monotonous, another found it unremarkable, lunch can feel light for big eaters, and the drinks list is modest.
Reviewers report lunch at about ¥4,000–5,300; around 2024–2026 they paid ¥5,300 including tax for the Kyō lunch course. Dinner courses ran about ¥8,000–12,100, and one guest paid around ¥16,000 for omakase. Shikuwasa citrus soda cost ¥600 and plum-wine soda ¥800. Two diners with extras and plenty of drinks paid about ¥26,000. Reviewers consistently call it excellent value and say a comparable course in Gion or Osaka would cost far more.
