Naruse (成生) is a temple of tempura, a quiet counter in Shizuoka where the focus is squarely on the ingredients. The chef sources exceptional local produce and seafood from the famed Sasue-Maeda fishmongers, transforming them with a batter so thin and light it’s barely there. The cooking is a performance, involving two types of pans and oils, with some pieces finished over charcoal. The result is a meal of striking contrasts—hot, crisp batter against cool, raw components.

Reviewers consistently praise the technical skill on display. Dishes that draw universal acclaim include the beltfish that is said to melt in the mouth, butter-soft eggplant, and exceptionally sweet local corn. Other highlights are the seasonal horse mackerel and sea eel. Guests note the thoughtful details, like the custom salts and sparing use of tempura sauce that allow the ingredients to shine. The meal concludes with a choice of a rice dish—tendon, tenbara, or tencha—followed by a tea ceremony hosted by the chef and a walk through the restaurant's lit garden.

The experience is not without its challenges. The high price, the three-hour duration of the meal, and the extreme difficulty in securing one of the eight seats are the most common complaints. A few diners have also reported issues with final bill calculations. However, criticism of the food itself is almost non-existent.

Expect to spend a significant amount. Reviewers in 2024–2026 reported the omakase course cost between ¥44,000 and ¥47,300. With drinks, the total bill can easily rise to between ¥80,000 and ¥95,000; one guest recorded a final bill of ¥85,470, another ¥95,070. While not a casual meal, most feel it offers excellent value as a world-class gastronomic pilgrimage.
