Tempura Kitagawa (天ぷら北川) offers a singular vision of tempura, executed with methodical precision. Chef Kitagawa employs a low-temperature frying style, using an egg-white-foamed batter that creates a delicate, almost ethereal coating. This technique, combined with carefully staged cooking, allows the natural flavours of the ingredients—many sourced from the famed Sasue Maeda in Shizuoka—to shine through with remarkable clarity and juiciness.

Guests consistently praise the feather-light, transparent batter and the chef's precise control over the cooking process. Signature items that draw repeat mentions include the intensely juicy tachiuo (beltfish) and aji (horse mackerel), kinmedai (golden eye snapper) fried with its scales on, and the sweet, succulent kuruma ebi (prawn), served as separate head and body pieces. Other highlights are a surprisingly juicy white mushroom and a long-aged Red Moon potato. The intimate, eight-seat counter format allows diners to watch the chef's every move.

A few minor criticisms recur. First-time diners sometimes find the chef's demeanor a bit terse, and the staff speak very little English. While most praise the seafood-focused menu, one reviewer found an evening's lineup to be surprisingly heavy on fish with no shellfish. A handful of guests also noted that one or two pieces in the course felt slightly oily.

Dinner is omakase only, with reviewers in 2025–2026 reporting prices such as ¥23,500 and ¥27,500, with some bills reaching ¥29,200 with drinks. A five-glass sake and wine pairing was also available for around ¥9,900. Despite the cost, reviewers overwhelmingly feel the meal offers strong value, given the high quality of the ingredients and the novelty of the technique.
